Donald Schlenger, PH.D.: is a customer service technology and processes expert with almost 30 years’ experience in utility management and consulting. He is an internationally recognized expert in AMR, and is responsible for creating one of the world’s first large-scale AMR deployments. For this project, he identified potential AMR vendors, negotiated interoperability among meter and AMR manufacturers (so there could be multiple sources), and developed a successful business case. A former utility executive, he founded and served as the first president and executive director of the Automatic Meter Reading Association (AMRA), and is currently a Trustee and Publications Committee member. For the American Water Works Association, Don chaired the Customer Service Committee and the Customer Metering Practices Committee, served as a Research Division Trustee, and is currently a member of the Technical and Educational Council. Don teaches AMRA’s courses on project management and AMR for Water Utilities, and has conducted day-long seminars at AWWA’s Annual Conference and Exposition on AMR, customer service and mobile computing.

Some of Don’s recent AMR clients include San Diego Water Department, Chicago Water Management Division, Boston Water and Sewer Commission, Greater Cincinnati Water Works, City of Atlanta Dept of Watershed Mgt, Portland (ME) Water District, Kansas City (MO) Water Services Department, Roseville (CA) Municipal Utilities, and Xcel Energy/Northern States Power.

For the AWWA Research Foundation (AWWARF), Dr. Schlenger is principal investigator of the current study on “Automatic Meter Reading - Best Practices for Selection, Acquisition and Implementation.” He served as principal investigator and project manager of its first (1992) AMR study, as well as the project on “Joint Utility Meter Reading and Customer Service” co-funded with the Electric Power Research Institute. He was also the project manager and principal investigator for AWWARF project on “Automation Management Strategies for Water Treatment Facilities” and one of the authors of the book Instrumentation and Computer Integration of Water Utility Operations, a collaboration of AWWARF and the Japanese Water Works Association. Don has managed customer service process redesign projects, and worked on CIS acquisitions. He has prepared information technology master plans and competitiveness assessments for several utilities, and developed the specifications for New York City Bureau of Wastewater Pollution Control’s computerized maintenance management system.

Other areas of Don’s expertise include economic and financial analysis, strategic planning, demand forecasting, and business process reengineering. He has managed conservation projects, rate design studies, environmental impact assessments, customer surveys, and market studies. Don holds a Masters in Environmental Engineering from Johns Hopkins University and a Ph.D. in Environmental Sciences and Engineering from the University of North Carolina.

Paula Billlingham, Senior Consultant: has over 17 years experience in the AMR industry. Prior to her joining Cognyst Consulting, she was Vice-President, AMR Metering Solutions with Elster-AMCO Water Meters where she was responsible for directing the Implementation and Installation Services Group. Her broad-based expertise includes senior level management of new product development, business development and turnkey projects. Paula is well known in the industry for her extensive AMR and metering technical expertise, particularly as it pertains to the water industry.

Paula developed some of the most successful turnkey AMR fixed networks and deployment service agreements in North America, resulting in record-setting standards for efficient and cost-effective deployments. She has been involved in providing water utilities with solutions to meet their metering needs, from 5,000 meter points in Woonsocket, RI, to projects such as Detroit Water & Sewer Department with over 270,000 meter points. Deployments at Boston Water & Sewer Commission and District of Columbia Water and Sewer Authority projects, administered by Paula in the role of general contractor, are now models from which all AMR turn-key projects are benchmarked. Paula was also the project leader for AMCO for the first AMR fixed network project in the water market in Canton, Ohio. Some of the other AMR projects Paula has managed and lead on behalf of AMCO are Ann Arbor (MI), Charlottesville (VA), Merrimack (NH), Saugus (MA), Brookline (MA), Garland (TX), Wilmington (DE), and Portland (ME) Water District.

Paula has been instrumental in bringing together the right team and product solutions to best fit each utility’s requirements. She has provided services and solutions such as meter selection, meter installation best practice programs, AMR installation services, meter right-sizing programs, leak detection programs, business case analysis for the deployment of AMR, contract negotiations, RFP responses, etc. A longstanding member of the AWWA and the AMRA, Paula has participated in the standards committees of both associations. Paula has a Bachelors Degree in Business Administration from Humber College (Ontario).

Larry Edwards, Senior Consultant: brings extensive project implementation expertise gained through the management of a broad range of AMR and water metering projects. He headed one of North America’s leading installation companies for 15 years, during which time he was responsible for managing more than fifty contracts that involved meter cut-ins, installation, repair and testing. Over thirty of these contracts involved deploying mobile or fixed radio AMR technologies.

Larry has in-depth knowledge of all aspects of managing AMR and water meter installation contracts, including customer communications, data management, human resources management, quality control, and the specific operational requirements of meter cut-ins. He managed 29 contracts with the New York City Department of Environmental Protection, under which over 216,000 water meters were cut in or replaced. Larry also was responsible for the implementation of a 130,000 unit fixed network AMR project for the District of Columbia Water and Sewer Authority. Some of Larry’s other major installation projects were done for the City of Houston, City of Fort Wayne (IN), City of Wilmington (DE), Montgomery (AL) Water Works and Sanitary Sewer Board, Suffolk County Water Authority, and Philadelphia Suburban Water Company.

Since joining Cognyst in early 2005, Larry has consulted in the areas of RFP preparation, proposal analysis, vendor selection, and implementation planning. His consulting clients have included Atlanta (GA), the County of Kauai (HI), Portland (ME) Water District, and Henrico County (VA) Public Works Department. Larry has a BS in Chemical Engineering from the University of Illinois and an MBA in Finance from Fairleigh Dickinson University.

Debra Santa Lucia, Administrator: has over 15 years in the adminstrative field, specializing in detailed analysis of data. Her background includes office and customer service management for small to medium sized private corporations, specifically in the telecommunications industry.

Since joining Cognyst in 2004, Debra has brought her skills, not only to the administrative aspect of the Company, but to numerous clients, analyzing their data and reporting differences.

Associates
Howard A. Scott, PH.D.: specializes in utility operations and telecommunication technology. His technical and business experiences include automatic meter reading, telecommunications, project and business management, market research, and software development. He worked a dozen years at Bell Labs and Bellcore developing innovative telecommunications technologies. An accomplished public speaker, he has published numerous articles including an extensive market study of the automatic meter reading industry entitled The Scott Report on AMR Deployments. He has a doctorate in physics and has held a variety of leadership positions in both business and civic organizations.

Edmund P. Finamore: is a recognized expert in AMR technologies and deployment with nearly 30 years of experience in utility and high technology environments. During a long career with Duquesne Light Company, Ed held a variety of management positions in utility operations, and was responsible for brand strategy, development of market deregulation business strategies, and formation of new regulated and unregulated product offerings to create new markets in the rapidly deregulating electric utility industry. Among his many assignments, Ed evaluated a wide range of applicable communications technologies, negotiated an unprecedented performance based AMR contract and served as project manager for installation of the company’s industry leading automated meter reading system involving nearly 580,000 meters. In addition, he created two new subsidiaries to handle energy brokering and meter data management opportunities resulting from electric utility deregulation in Pennsylvania.

More recently, Ed served as Vice President of Corporate Development for Tensleep Corporation, La Quinta CA, and was responsible for strategic acquisitions and sales channel development for energy management products used in deregulated energy markets by retail customers, energy suppliers and electric utilities. Ed has BSEE (1973) and MBA (1974) degrees from the University of Pittsburgh, is founder and President of Valutech Solutions Inc, a management consulting firm, and is a licensed Professional Engineer in Pennsylvania.

Robin Caldaro: is a telecommunications professional with more than 20 years of industry experience. She specializes in telephone system selection, installation and management, including preparing Requests for Proposals and negotiating with vendors. She is proficient performing technical analysis of existing communications equipment to identify pertinent upgrade options as well as auditing of equipment and network services for cost recovery and future savings. Robin’s role as project manager includes; system implementation and integration including; cabling infrastructure, telephone carrier interfaces, configuration and optimization, maintenance, long distance contracts, voice mail, unified messaging, interactive voice response, automatic call distribution and computer-telephone integration. Robin also manages data communications infrastructure, including local area networks, Intranet, remote access servers and dial-in services. She has designed and managed telecommunication departments, and developed procedures for telephone system maintenance and reconfiguration, disaster recovery, and performance measurement.

Ms. Caldaro has been responsible for installing and managing several large installations, including a 4-site 500 line system for CommonHealth (Parsippany, NJ) a 4,200 line system for Bertelsmann, Inc. (New York), 200 line system for Passaic Valley Water Commision (Clifton, NJ), New York Life Insurance Company (New York) and Pfizer (New York). She is familiar with all major telecommunications system vendors. Robin holds a B.S. in Business Administration from Ramapo College of New Jersey.

Stan Dobrowski: has more than 32 years experience in water meter installation, meter maintenance program management, meter rightsizing, automatic meter reading and project management. Stan occupied increasing responsible positions in the Cleveland Water Department for thirty years, including Water Repairman, Supervisor of meter field maintenance, and Superintendent of Distribution for CWD’s Meter Section. As Superintendent, he managed a work force of 86 persons responsible for installation, maintenance and repair of over 400,000 meters. He served as Project Manager for CWD’s AMR initiatives, and its Meter Rightsizing Project.

Following his career at CWD, Stan was Regional Sales Manager for Elster AMCO Water Metering Systems and MasterMeter. Stan holds an Ohio Class II Operator’s license in Water Distribution and is an Ohio EPA Course Trainer in Water Distribution. He is a member of the American Water Works Association as well as the Automatic Meter Reading Association. Stan has completed college level courses in IT Project Management and Real Estate Practices, and numerous specialty courses in project management and line supervision.

Peter LaChance: is a leadership and customer service training and process improvement expert with over 20 years’ experience in consulting for a wide range of industries. Peter has specific water utility management consulting experience spanning over ten years, including six years working directly in the AMR field.

Peter’s work as president of The Quintessence Corporation, a process improvement and professional training and development company, benefits from the many years of technically-based consulting he performed in the water industry. From 1994 to 1999, Peter was president of WRc Inc., the US arm of the UK-based water/wastewater engineering firm, Water Research Centre. Peter was the project director for the landmark benchmarking study AWWARF study entitled Performance Benchmarking for Water Utilities. For the Water Environment Research Foundation (WERF), Peter co-authored Benchmarking Wastewater Operations Collection, Treatment, and Biosolids Management. Under Peter’s direction, WRc produced the first interactive CD-ROM training software for wastewater treatment operations.

Prior to 1994 Peter consulted to water utilities on the implementation of AMR and SCADA. Peter conducted an AMR feasibility study and authored the RFP for the Ridgewood (NJ) Water Department. Peter served as Marketing Director for Meter Services Inc. from 1988 to 1992, working directly on several AMR procurements, including Randolph Twp. Water (NJ), and the village of Suffern (NY). Peter holds an MBA from Rensselaer Polytechnic Institute and an MS in Electrical Engineering from Syracuse University (concentration in Radio Frequency). Peter will assist WSD in adapting its customer service processes and policies, as well as its customer service job tasks and training, to take full advantage of the new AMR system.

James H. Brown: is the founder, President and CEO of Diversified Consulting, Inc. (DCI), a service firm located in Philadelphia, PA. DCI’s business mission is to help clients become more efficient in billing customers and collecting amounts due by maximizing the effectiveness of people, business processes and technology. Previously, Mr. Brown had a 20-year tenure with the U.S. Internal Revenue Service where he held increasingly responsible positions in Milwaukee, WI, Chicago, IL, Dallas, TX, and ultimately serving as top-level manager in the Philadelphia IRS Examination Division. Over the least ten years, Mr. Brown has completed the following projects for The City of Philadelphia Water Revenue Bureau: (1) development of policies and procedures manual; (2) development of customer service regulations; (3) revenue collection activity study; (4) development of compliance division; (5) collecting outsourced delinquent landlord water bills; (6) revised customer water bill; (7) AMR financial and business case analysis; (8) analysis of late penalty application; (9) work process implements, and (10) development of write off policy for delinquent water accounts.
